ITANAGAR, Oct 11: The All Arunachal Contractor’s Welfare Association (AACWA) and
AdiSU have called for implementation of the Arunachal Pradesh District Based Entrepreneurs
Act-
AACWA said that it should be implemented in the entire state and not only in some particular areas.
In a release, it stated that all upcoming entrepreneurs at various districts are now getting an opportunity to get work under this Act as all classes have limited participation and no one can over take the other registered contractor in various categories. Further, stating that kith and kin of top officers and Ministers and MLAs have been enlisted as registered contractors in APPWD, whereas the APPWD enlistment rules implies that affidavits have to filed compulsorily and declare that there is no relative working in govt. department. Accordingly, enlisting authorities should strictly follow the rules and regulations during the time of enlistment. Most of the works are awarded to the firms of kith and kin of senior officers, Ministers and MLAs due to corrupt practices like influencing a tender, it said.
AACWA has also lauded the concern department and Minister for not paying unauthorised works by various contractors in the Capital Complex. Many works have been executed without work order and approval from the department. The association also called upon the state government to carry out improvement of roads from Itanagar to Banderdewa.
Adi Students’ Union (AdiSU) has demanded district authorities of Adi belts to implement the “Arunachal Pradesh District based Entrepreneurs & Professional (Incentive, Development & Promotional) Act, 2015 in letter and spirit.
AdiSU claimed that many HoDs have reportedly awarded contract works to ‘outsiders’ and some capital based firms and contractor are allegedly grabbing contract works ‘forcibly’ disregarding the Act. Claiming that it has listed out few HoDs, who have allegedly offered contract works to ‘outsiders’ violating the Act, AdiSU demanded cancellation of the contract works awarded to the outsiders within a month.
ATSU dissatisfied with pace of investigation
ITANAGAR, Oct 11: All Tagin Students' Union (ATSU) expressed dismay over failure of police to make headway in Kali Buli murder case.
Alleging police inaction, a team of ATSU today met West Siang Superintendent of Police (SP) and reiterated its demand to the law agency authority to put all effort to nab the culprit as soon as possible.
“Police is still clueless in the murder case even after three months of the incident,” ATSU said.
The person involved in the heinous crime should have been arrested by now as Mechuka is a small and thinly populated town, it said.
“Justice delayed is justice denied,” ATSU said and demanded the SP to expedite the investigation using all its resources.

Farmers technology training

ITANAGAR, Oct 11: A district level training programme on technology demonstration was organised by KVK, Lower Subansiri from Oct 9 to 10 at Joram Village.
The programme, sponsored by ATMA was inaugurated by District Training Officer (PD, ATMA), Gamwang Hocha. He requested the farmers to apply new technologies, organic farming and different varieties in fields to increase the production of farm produce.
SMS (Soil Science) Hage Munth imparted knowledge on Azola production in paddy cultivation and GC Nainwal, SMS (Fishery) spoke on “A profitable venture of Duck cum fish farming system in hill region while Tasso Tabin, SMS(Plant Protection) spoke on plant disease management in vegetables crops.
A video on production of quality vegetable seedlings was screened to show implementation of technology in farming.
Around 78 farmers from different villages participated in the programme. Different technical leaflets were distributed to the farmers.

AVP state delegates attend conference at Nagpur
ITANAGAR, Oct 11: A team of 78 delegates of Arunachal Vikas Parishad from 18 districts of the state participated in the ‘Karyakarta Sammelan’ at Nagpur from Oct 2 to 4 which was organised by Akhil Bharatiya Vanvasi Kalyan Ashram.
The team headed by Pratik Potom, President AVP visited various historical places at Nagpur like ‘Deekshabhumi’, famous Sai Mandir, the birth place of Dr. K.B. Hedgewar (founder of RSS), Akshardham temple, Devi Ahilya Mandir where female students of the state are studying and many other places under the guidance of Sunil Kitkaru and Prasad Barve who had served the state as full time social worker in 1990’s.
Altogether 1757 delegates and 500 volunteers and officers attended the three day conference. It was inaugurated by Governor of Maharashtra, Vidyadhar Rao and attended by Union Minister for Road Transport, Highways and Shipping, Nitin Gadkari. The valedictory function was attended by Chief Minister of Maharashtra, Devendra Phadanvis, Union Minister of State for Tribal Affairs and other dignitaries.
Sessions on status of tribal society, expansion and consolidation of organisational structure, new terminology and organisational set up, five years plan and other programmes were conducted. Two resolutions on “Effective implementation of PESA Act” and “Assurance about full implementation of Forest Right Act 2006” have also been passed in the conference.

ITANAGAR, Oct 11: The number of Hoolock Gibbon (Hoolock leuconedys) at Biological Park, Itanagar, have risen to 20 as Mishmi Baideo gave birth to a healthy baby on Oct 7. The gender of the new born baby will be known only after four years, said Raya Flago, the Curator of the Biological Park.
The Biological Park earned the distinction of breeding Eastern Hoolock Gibbon (Hoolock leuconedys) for the first time in captivity in 2008 and since then the number has risen steadily.
Mishmi Baideo was brought from Roing so the name while the father of the baby is Corneal Opacity, named so because of his defective eyes.
The birth of the new baby brought much joy to the zoo staffs as well as Department of Environment and Forest, Flago said terming it as perfect wildlife week gift to the Department. The total population of Gibbons in Arunachal Pradesh is estimated to be around 1500 making it highly endangered species.

few weeks. A section of Congress MLAs is rebelling against the state leadership.

In my last seven years of journalism career in the state, I have hardly seen MLAs criticising the programme and policies of the government.
The ruling MLAs only complain about ministerial and parliamentary secretaries’ portfolios, lack of power to transfer government officers and some even complain that Chief Ministers do not give them enough time.
Exception here is former Roing MLA Laeta Umbrey and to certain extent present leader of opposition Tamiyo Tago, both of whom passionately debate about programmes and policies of government in various forums, especially, in the floor of state legislative assembly.
Coming back to the topic of internal dissident activities, let me share few interesting incidents of the past with the readers. Being part of state media, we are lucky enough to get a sneak peek inside the political arena. One senior Congress leader, a former minister, joined the rebellion against former Chief Minister Late Jarbom Gamlin only because Gamlin made him wait for two hours. It hurt the ego of the minister and he joined the dissident movement. That is how our netas are!
A close aide of former Chief Minister Gegong Apang told me one interesting tactic
used by Apang to deal with the dissidence within his party. Apang, who was once known
to fiercely crush rebellion against him mellowed down in the later part of his career
and used different tactics to fire-
Another former Chief Minister, Late Dorjee Khandu had his own way of tackling the
dissidence. In 2010, when few MLAs expressed resentment against him and talk of political
dissidence grew in the political circle, Late Khandu met some of the unhappy MLAs.
In the meantime, a friend of mine had gone to the Chief Minister’s office for some

Now coming back to the present scenario, the two Congress representatives Gabriel D Wangsu and Wanglam Sawin claimed that during a dinner party, 17 Congress MLAs had vowed to resign from state assembly if they go against present Chief Minister and had accordingly signed a resignation letter and handed over to the Chief Minister. While now they may claim that they have been forced to sign or have been cheated but why were they so naïve to take such a step without considering future consequences? They should know that it is the people of Khonsa East and Kanubari who had elected them and it is their duty to be loyal servants to them.
Also, this is the second time Chief Minister Nabam Tuki is facing this kind of crisis.

in unearthing talents and generating livelihood sources. While assuring to provide
maximum outlets and space for the products of the artisans at non-

A total of 204 artisans were provided training on five different trades like handmade paper making, knitting, weaving, carpet and envelope making to encourage self reliance and polish their skills. Students from various schools were also imparted with free course on basic computer education.

Science stream in Govt. Higher Secondary School, Hija, Lower Subansiri was introduced in 2009. However, posts of Science teachers have not yet been sanctioned. The false promises by the higher authorities of the Education Department has compelled the school authority to discontinue the Science stream, informed Apatani Youth Association (AYA) in a release. Further, the school has no Political Science teacher since the subject was introduced in 2010, AYA informed.
AYA also informed that there was no teacher for Geography at Govt. Hr School, Ziro. The examinations are approaching fast but the authority is not attending the problem of the students, AYA said, and demanded the competent authority to posts the required teachers in the two schools without any further delay.

Writers step up protest against communal intolerance
New Delhi, Oct 11: Three eminent writers from Punjab today announced that they were returning their Sahitya Akademi awards, while Kannada writer Aravind Malagatti resigned from the body's general council, joining the growing protest by litterateurs over "rising intolerance" and "communal" atmosphere.
With the writers' protest over its "silence" on rationalist MM Kalburgi's murder growing louder, Sahitya Akademi chairperson Vishwanath Prasad Tiwari came out with a statement saying the apex literary body stands for freedom of expression and condemns attack on any writer or artist anywhere. It asserted its commitment to the "core secular values" enshrined in the Constitution and the "right to life of all".
Eminent writers Gurbachan Bhullar, Ajmer Singh Aulakh and Atamjit Singh, today announced that they were returning their Sahitya Akademi awards like several other authors including Nayantara Sehgal, Sara Joseph, Uday Prakash and Ashok Vajpeyi demanding that the Akademi speak out against the killing of its member Kalburgi and other rationalists and the "communal" atmosphere in the backdrop of the Dadri lynching incident. Bhullar said he was perturbed by the attempts to "disrupt the social fabric of the country"
"During recent past, the attempts at disrupting the social fabric of the country, targeting particularly the area of literature and culture, under an orchestrated plan of action, has been perturbing me," he said.

A renowned Punjabi playwright, Aulakh said he was very pained by the attacks on "progressive writers, leaders of the rational movement and the forcible saffronisation of education and culture".
Punjabi theatre personality Atamjit Singh said he was returning his Akademi Award as he "is very upset over the incidents communal hatred in the country for the last some months".
In more embarrassment for the Akademi, Aravind Malagatti resigned from its General Council, condemning its 'silence' over the killing of progressive thinker and scholar Kalburgi.
"Killing of personalities like Kalburgi, (Govind) Pansare and incidents like Dadri lynching are an attack on the Constitutional rights in this country. They are highly condemnable," Malagatti said.
Malagatti is among 20 representatives from various Universities in the General Council of the Sahitya Akademi.
Recently literary figures like Shashi Deshpande, K Satchidanandan, P K Parakkadavu had resigned from their posts in the Akademi, citing similar reasons.
A federation of Kashmiri scholars, Adbee Markaz Kamraz, too expressed solidarity with the eminent writers for their decision to return Sahitya Akademi awards, asking the top literary body to break its silence over the increasing "communal frenzy".
Poet and critic Adil Jussawalla, who won the Sahitya Akademi honour for his 2014 work, also urged the literary body to condemn the "unacceptable censoring" of writers by "violentaly intolerant groups."
Jussawalla said he has written to chairperson of Sahitya Akademi.
Malayalam poet K Satchidanandan has also decided to quit all posts in the Akademi while another Malayalam short story writer P K Parakkadavu also said he will quit the Akademi membership.

Bandh call is one of most dangerous nemesis of the development. North east region
in general has suffered a lot due to badh culture. Arunachal is one of the worst
victims of this social evil. Today various local media carried report about how bandh
culture has affected state of Assam and Arunachal Pradesh. As per the records available
from 2012, there were 116 bandhs in Arunachal, and the estimate for working days
loss from 2011-
Even though Supreme Court has declared that bandh are illegal and unconstitutional,
it does not seem to bother the bandh sponsors in Arunachal. May be this is happening
due to weak policing. The weakness of administration and police has emboldened the
law breakers. Also its time people of Arunachal stop using bandh as means to fight
against system. We are in digital age and therefore should stop using this out-

The launching of SSA by MHRD, Govt. of India and its commencement in Arunachal Pradesh is a boon in Education sector.
With this, we have dreamt about high literacy achievement like Tripura, Mizoram, Kerala along with growing of required School buildings, infrastructure and other allied structures as prescribed in CBSE norms. But in spite of pumping in thousand of crores of rupees by the Government of India, not much improvement has been observed so far in the Civil Work portion of the Mission.
I have come across a website from neighboring State where the detailed implementation modes of the Mission, their guidelines in civil works have been given.
As per the guidelines, it has clearly been spelt out that the following composition of various levels of Engineers must be constituted before implementation of the Mission in Civil Work portion.

Whereas, in our State with utter contrast and contrary to the laid down guidelines,
few unscrupulous officers at the level of DDSE without technical background are implementing
Civil Works amounting to thousands of crores of rupees with the help of Civil Coordinator
in the rank of Junior Engineer, on contractual basis. Here, being a concern citizen,
my simple question is that is the DDSE at various district are empowered to enjoy
DDO and Cheque-
Before, the menace engulf the entire SSA Mission RMSA, RUSA, let us rise from the deep slumber and insist on existing laid down norms & guidelines as envisaged in orientation Sarva Shiksha Abhiyan (SSA) school infrastructure by Technical Supporting Group (TSG) Civil Works, a consultant nominated by MHRD, Govt. of India, which advocate exclusively to implement Civil Work with above referred various level of Engineers for successful implementation of the Mission. Else, the trend of the present pace of work and quality indicate that if the same system of implementation in Civil Work portion persist for long just wait for doom of the Mission and yet another scam in the State.
In the event of rampant encroachment of allocation of Business under CCS rule at the front, where have Arunachal Pradesh Engineering Service Association (APESA), Arunachal Pradesh Junior Engineers Welfare Association (APJEWA), All Arunachal Pradesh Unemployed Engineers Association (AAPUEA) and Engineers under Engineering Wing of Education Department gone when their profession is directly under attack? Do they support such an act by keeping themselves aloof?
It is my ardent request to the Chief Secretary and Secretary (Education) to check into the record and if found guilty, stern action as per provision of relevant rules should be initiated to curve the menace before it goes from bad to worse.

Dear Editor,
Through your esteemed daily, I want to put my grievances before our government, GOAP. The present political fight between congresses has proved where our leaders are heading towards, clearly not towards betterment of its people.
People sitting at top position always give excuses that “government ka order hai mei kuch nahi kar sakta”.
Here my question is who is government, why they have been formed and for whom they have been formed? From literal point of view, government is a group of elected people form to govern its people in a more systematic way and it’s a mechanism to channelise resources for development of state as a whole.
